Nearly 30 years ago, FONATUR, Mexico's tourism development agency, identified five destinations in Mexico with the highest potential for tourism and created the infrastructure for successful resort towns. Since then, four of those areas have been fully developed with great success: Cancun, Los Cabos, and Ixtapa-Zihuatenejo have become popular destinations for tourists from all over the world; Huatalco popular with tourists from Mexico City. Loreto is the final area to be fully developed. But this time, FONATUR is taking a very different approach. FONATUR installed infrastructure, roads, resorts, water, plumbing, sewage, a tennis center, a golf club and more.
This tranquil fishing village has remained unspoiled by the outside world for more than 300 years and retains all of its original character and culture, and FONATUR wants to keep it that way as it grows into a full-service vacation destination.
The Trust for Sustainable Development
In 2003, FONATUR signed a partnership agreement with the Trust for Sustainable Development, a federally chartered Canadian not-for-profit corporation. The Trust is under the guidance of its chairman, David Butterfield, one of Canada’s most prominent developers and a world leader in sustainable development.


The result of this partnership is Loreto Bay Company. Loreto Bay is committed to implementing the vision shared by FONATUR, the Trust for Sustainable Development and the people of Loreto. That vision is for a resort town that is worthy of the natural beauty of the area, honors the local culture and history and sets new standards in urban planning and design, authentic architecture and sustainability.
